Promote the exploration for and development of the State's oil and gas resources.

• Process applications for permits to drill, requests for production allowables, authorizations to transport hydrocarbons, applications to fracture coalbeds, and other required Board actions in a timely manner.
• Facilitate access to the Board's data, records, and files to encourage utilization for the purpose of further development of the State's oil and gas resources.
• Encourage potential enhanced recovery projects.
• Provide regulatory flexibility to allow for the implementation of new technologies that will increase hydrocarbon recovery and/or lower operating costs, thereby preventing waste.
